Williams (1807-1865) Surveyor of Customs for the District of Salem and Beverly, Massachusetts, signed by Lincoln in full at the bottom, countersigned by Treasury Secretary Salmon P. Chase (1808-1873),with embossed seal, breaking slightly at folds, 16 3/4 x 11 in.
