Single page document, partially printed, completed in a secretarial hand, with Johnson's signature. To the Secretary of State, authorizing the Secretary to affix the seal of the United States to a warrant for the unconditional pardon of James Carroll, alias Thomas Welch. Old folds, the page toned, mounted in a frame with a portrait of Johnson, 6 x 7 1/2 in., 12 x 19 in. overall.
