Two partially printed parchment leaves completed by hand and bound together with dark pink silk ribbon, large paper seal with ribbon beneath, also signed by James Monroe as Secretary of State, issuing exclusive rights to Elihu Hotchkiss (1757-1840) for improvements to his straw-cutting machine, old folds, some edge discoloration, 11 1/4 x 15 in.
